It is with great pleasure that, I present to you the Report on the activities of the Delhi Library Association for the period April 2006 to March 2007

OBITURIES

Before I take up formal presentation of the Annual report for the year ending 31 st March 2007, I bring to your kind notice sad news about the demise of the following members of the profession:

Prof D S Aggarwal left for his heavenly abode on 9 th March 2007 after a prolonged illness. He was born on 17 th July 1931. He earned his academic and professional qualifications from the University of Delhi. Prof Aggarwal joined the Delhi University Deptt of Lib & Info Sc as lecturer in 1959 and rose to the position of professor. He served the University of Delhi as its Dean and Head of the Deptt for 2 terms. He superannuated from University service in 1996 after serving for over 36 years. He was life member of DLA and also served on its Executive Committee for a number of Terms.

 Dr. Sahib Singh Verma, a life member of DLA, met with a fatal accident on Delhi Jaipur highway on 30 th June 2007. Born on 15 th March 1943 in a farmer’s family in village Mundka in north Delhi, he got his initial training in Library Science from Aligarh Muslim University. He served in Delhi University`s Bharati Mahila College and Shaheed Bhagat Singh Evening College as Librarian. Later he joined politics and became MCD Councilor. He served on the Delhi Public Library Board as its vice chairman. He got elected as Member of Delhi Legislature in 1993 and rose to the position of Chief Minister during 1996-98. In 1999 he got elected as Member of Parliament and became Union Minister of Labour in NDA Government. Quite often he used to attend AGB meetings of DLA.

Mr Deepak Kr Nag , General Secretary of IASLIC died on 2 nd April 2007. He received Associationship in Documentation from INSDOC (now NISCAIR). He served the Geological Survey of Indian Library, Kolkata and got deeply involved in the affairs of IASLIC.

Mr Abu Shoaib Ahsan , former Head of Library and Information Services of Indian Agriculture Research Institute, New Delhi is no more. He was born in 1929 and retired in December 1992. Between April 1989 to March 1992 he served Sher-e-Kashmir University of Agriculture and Technology, Srinagar (J&K). He received M Sc degree in Geography from Aligarh Muslim University and Dip.Lib.Sc. from the University of Delhi.

Ms Sushil Sharma, Life member of Delhi Library Association and Librarian of Nehru Homeopathy College & Hospital, Delhi. She did her C Lib Sc and Dip. Lib. Sc from DLA and continued to pursue her higher studies. She did B Lib I Sc and M Lib I Sc and was also intending to join Ph D in Library Science. She lost her life in train accident on 22 nd July 2007.

Prof Veena Saraf of the Department of Library & Information Science of North Eastern Hill University, Shillong too passed away this year. She started her carrier as Lecturer in Library & Information Science at IT College ( Lucknow University).

Prof Probir Roy Choudhury, a very respected Library figure of West Bengal expired on 28 th August 2007. He had been suffering from cancer for a very long time. He was closely associated with Bengal Library Association, IASLIC, and Deptt of Library & Information Science of the Jadavpur University, Kolkata. He received his degree of M Lib Sc from the University of delhi in 1965-66. He was the first recipient of Prof S Dasgupta Gold Medal for his out standing performance in M Lib Sc examination of that year. In prof Roy Choudhury`s death the profession has lost a great stalwart and advocate pf library profession.

The Association places on regard the service rendered by these professionals and prays to God Almighty to grant peace to their Souls.

MINUTES OF THE ANNUAL GENERAL BODY MEETING (2006)

The last Annual General Body meeting of the Delhi Library Association was held on 24 th Sep 2006 at 12 Noon under the Chairmanship of Shri M L Kachroo, The President of the Association for which due notice was served on 24 th Aug 2006 by the General Secretary. At the very outset Shri Kachroo extended a very warm welcome to the members present and thereafter invited Prof C P Vashishth, the General Secretary of the Association to proceed with the listed items on AGBM agenda.

After obituary expressions the General Secretary read out the Report of the Association and highlighted the salient features of the Report which included the following:

After the formal presentation of Report Sri Vinod Kumar Vijan proposed for its adoption. It was seconded by Shri Pradeep Rai.

After the formal adoption of the Report, the President Mr M L Kachroo invited General Secretary of Association Prof C P Vashishth to present the audited statement of accounts of the Association for the period April 2005 to March 2006 as the treasures was away in Mumbai on official assignment. The General Secretary read the Auditor’s report and highlighted the features of the Balance Sheet, Income & Expenditure Account, and Receipt & Payment account, and list of fixed assets of the Association.

Thereafter Mr Dharam Kumar proposed for the formal passing of the accounts. The proposal was seconded by Arun Shalia.

Under clauses 9(a) of the Constitution, Professor H.C. Jain was continued as the Honorary Director of the School of Library Science for a further period of two years.

Honorary EDITOR & Managing Editor of LIBRARY HERALD

Under clause 9(d) of the Constitution Prof C P Vashishth continued as the Honorary Editor of Library Herald and Dr. Sunil Kumar & Dr R K Sharma as Honorary Associate Editors. Prof C P Vashishth also continues as Managing Editor.

FOUNDATION DAY FUNCTION

The Delhi Library Association celebrated its 69 th foundation Day on 10 th March 2007 in Ranganathan Bhawan, Nariana Vihar, New Delhi. The programme started with lighting of the lamp followed by the Saraswati Vandana sung by the students of the School of Library Science. While extending welcome to the chief guest and invitees, Shri M L Kachroo said that “as President of the Association, I welcome you all on the 69 th Foundation Day Function of Delhi Library Association. We have today amidst us Prof M C Ragavan, Former Unesco Expert, Librarian of IIPA New Delhi to preside over the function.” Shri K P Singh proposed a vote of thanks.

9 TH PROF S DASGUPTA MEMORIAL LECTURE

The 9th Prof S Dasgupta Memorial Lecture was delivered by Prof T N Rajan who remained associated with INSDOC for a long time and now continues to be associated with IGNOU. Professor Rajan spoke on the theme “Knowledge Society : Implication for the Indian society.” The Lecture co incited with the Foundation Day Function held on 10 th March 2007. Shri M C Ragavan presided.

4 th Dr S R Ranganathan Memorial Lecture

The Fourth Dr S R Ranganathan Memorial Lecture was organized on 24 th September 2006. Dr Ratnakar, Former Librarian of Raman Research Institute, Banglore was the speaker. He spoke on the theme “Open Access Journals- a Myth or Reality”. Dr H K Kaul, Director DELNET presided.

ADMINISTRATIVE COMMITEE MEETING

The Administrative Committee of the School of Library Science met on 14 th October 2006. Besides conducting usual business of the School it reviewed and revised the existing course contents of C Lib Sc and Diploma in Library and Information Technology (DLIT).

LIBRARY ACQUISITIONS

Because of paucity of funds not many books could be purchased during the period. A total of 196 books were added to the library collection during the period under report. The collection comprises of purchased as well as gift books received from American Information Resources Centre Library, NASSDOC and other individuals.

CONSULTANCY PROJECTS

NIC PROJECT: With a view to generate additional revenue, the Association has started taking consultancy projects in Library and Information Centers. Like last year this year also the Association continued the job of indexing biomedical journals under NIC/INDMED Project. Our Quotation of Rs 48.50 per entry was found to be lowest and accordingly we have been entrusted with the job of indexing biomedical journals. In order to undertake the work, the Association renewed the tenure of Smt. Poonam Verma and Smt. Anu Mehra who have requisite experience and qualifications for doing the indexing work. During the year under report a total of 2003 journal articles have been indexed. Besides generating additional revenue, the project has helped professionals in acquiring competency in indexing and abstracting of scientific writing/articles.

IGNOU STUDY CENTRE 0775 (P) :

Indira Gandhi National Open University (IGNOU), New Delhi has recognized the Delhi Library Association as Programme Study Centre for their BLIS and MLIS Programmes from January 2004 session. Over 160 students of BLIS, 60 students of MLIS and 2 students of CICTAL got enrolled with our Centre which has been allotted 0775 (P) as the specific number. During the period under report the Association earned a net revenue of Rs.1,84,824. We have drawn a panel of academic counselors who come on appointed days for counseling and evaluation of Tutor Marked Assignments.

It is a matter of great pride for us that Ms Neeti Saxena, a student of MLIS who was registered with our Programme Study Centre during 2005-2006 session has topped all-India list in June 2006 examinations. She was awarded University Gold Medal at Annual Convocation held on 17 th February 2007 for her out standing performance.

REPORT ON C LIB SC COURSE OF 2005-06

Out of 80 candidates who were admitted to the 52 nd session of the C Lib Sc course 77 students appeared in the examination of whom 28 students were placed in 1 st Division, 19 in 2 nd Division and 15 in 3 rd Division. PROF S DASGUPTA MEMORIAL MEDAL

Ms Anita D/o Shri Puran Singh was declared recipient of the Prof S Dasgupta Memorial Medal for securing highest marks in the C.Lib.Sc. Examination of 2005- 2006 Session. She secured 1199 marks out of 1600. The Medal was awarded to her on 10 March 2007 by Madam Usha Aggarwal MCD Councilor on the occasion of Foundation Day Function who was the Chief Guest at the function.

N K GOIL PRIZE

Ms Swati Bansal D/o Sh. Amit Kumar Bansal was awarded the N K Goil Prize for standing 1 st Class Second in Order to merit in C Lib Sc examination of 2005 - 2006 session. She secured 1139 marks out of 1600. The Prize was awarded to the candidate on 10 th March 2007 by Madam Usha Aggarwal MCD Councilor who was the Chief Guest on the Foundation Day Function.

JOGINDER SINGH SCHOLARSHIP FOR EXCELLENCE

In October 2004 Sardar Joginder Singh, former Library Director of the American Information Resource Centre, New Delhi (a student of 1 st batch of C Lib Sc of the School of Library Science of DLA and now a resident of United States of America) instituted “Joginder Singh Scholarship for Excellence in Library Science” to benefit a “needy, but at the same time an academically deserving student admitted to C Lib Sc Course”. Ms Deepti Rohilla D/o Shri Dharam Pal of 2006-07 session was the recipient of the scholarship of the value of Rs 4750/-.

LIBRARY HERALD

The Library Herald, a quarterly organ of the Delhi Library Association completed 44 successful volumes. Issue no. 1 of volume 45 for the period March 2007 was released in March it self, thereby making it the most regularly brought out and up-to-date journal in the field of the Library and Information Science in India. The Association places on record the honorary editorial service rendered by Prof C P Vashishth, Dr Sunil Kumar and Dr R K Sharma. The Association is also indebted to Members of Advisory Board comprising Prof B Guha ( Delhi), Prof J N Gautam ( Gwalior), Prof M P Satija ( Amritsar), Dr P S G Kumar ( Nagpur), Dr Sanjaya Mishra ( Delhi), and Dr Usha Mujoo-Munshi (Kolkata) for providing their honorary advisory service to improve quality of the contents of Library Herald.

MEMBERSHIP RATES

As per rules all the students of 2006-07 session were enrolled as student members of the Association. Membership subscription for various categories continues to be as:

Ordinary Member Rs 200/- per annum

Student Member Same as for ordinary members

Institutional Member Rs 1,000/- per annum

PRIVILEGES OF MEMBERSHIP

As a membership privilege, all the members are entitled for a complementary copy of the Library Herald. Members are requested to kindly collect their copy of Library Herald personally or through messenger. Or else they may pay Rs 100/- per annum to receive it by courier/postal service.

PATRON MEMBER

Senior members of the profession are requested to become patron Member of the Association. At present Shri Man Singh, a sitting Life Member of the Association is the only Patron Member of the Association who became patron member of the Association by paying requisite amount of Rs 20, 000/- last year.

Members will be delighted to learn that the Association’s Website is becoming quite popular. It can be accessed at http:://www.dlaindia.org its popularity can be judged by the number of hits it is receiving. As a result the Office Bearers of the Association are receiving international mails quite often.

ACKNOWLEGMENT

On behalf of all the Office Bearers of the Delhi Library Association and my own behalf, I thank honourable members of the Association and others for extending their utmost cooperation in organizing various programmes and activities during the period April 2006 to March 2007. Besides, I personally feel grateful to each and every member of the Executive Committee, finance Committee, Administrative Committee, Building Committee, IT committee, members of Faculty, Director, Principal, and Registrar of the School of Library Science, Professor H C Jain, President Shri M L Kachroo, Treasurer Dr Sunil Kumar, Returning Officer Prof B Guha, Editor Prof C P Vashishth, Associate Editors Dr Sunil Kumar and Dr R K Sharma, Principals/ Directors/ Librarians of various institutions for providing practical training to our C Lib Sc and DLIT students, and the support staff of the Association namely Shri Rajesh Kumar Tiwari and others, and Computer Lab of the School of Library Science for making it possible for me to discharge my responsibilities as General Secretary effectively.

Thanks are also due to the authorities of the NIC New Delhi, and IGNOU for reposing faith in us and asking us to provide them manpower for Indexing/abstracting job and physical space for holding their counseling sessions and examination respectively.

Our respectful thanks are due to Mrs Usha Aggarwal, MCD Councilor from Inderpuri area for associating herself with the Foundation Day Function held on 10 th March 2007. We also thank her for extending all the help she gave to us in improving the environment around Ranganathan Bhawan. Mr Arun Shalia, Mr A P Gupta and Mr Hari Chand Goma also deserve our special thanks for looking after the interests of the Association.

Thanks are also due to Shri D R Sardana and Shri Rajesh Sardana of M/s Cambridge Press for maintaining the printing schedule for the timely release of Library Herald and other publications.
